Consumer Assistance Program Fact Sheet CAP
What is the Consumer Assistance Program?
The Consumer Assistance Program (CAP) provides financial assistance for qualified consumers whose vehicles fail their biennial (every-other-year) Smog Check. The statutory authority for CAP is found in the Health and Safety Code and is implemented through regulations adopted by the Bureau of Automotive Repair (BAR).

VRRRM Program Overview: Accelerating California's Clean Air Initiatives
VRRRM (Vehicle Repair, Retirement, and Replacement for Motorists) is bringing clean air and fuel efficiency benefits to Californians by reducing the number of high-polluting vehicles on our roadways. The VRRRM program aims to repair, retire, or replace thousands of polluting vehicles in California, potentially removing more than 500 tons of pollutants from the air in California by 2013. VRRRM pays for approved emissions-related diagnostics and repairs that result in a significant and durable emissions reduction.
Welcome to the VRRRM Repair Program center for consumers. The VRRRM program is made possible by a grant from the Reformulated Gasoline Settlement Fund (RFG Settlement Fund). Created as a result of an antitrust class action, the purpose of the fund is to achieve a clean air or fuel efficiency benefit for California consumers. These funds provide a unique opportunity to fill voids in existing repair programs, opening up vehicle emission reduction benefits to all motorists, especially those who are disqualified from existing programs.
